Can You Fax Form W-7 to the IRS?
No. The IRS does not accept Form W-7 by fax, and there is no IRS fax number for ITIN applications. Your application must include original identity and foreign-status documents (or copies certified by the issuing agency), and those can't be reviewed over a fax line.
Per irs.gov, there are three real ways to submit Form W-7: mail it to the IRS ITIN Operation in Austin, apply in person at a designated IRS Taxpayer Assistance Center, or use an IRS-authorized Acceptance Agent. All three are covered below — along with the 13 documents the IRS accepts.
What Is Form W-7?
Form W-7, officially titled "Application for IRS Individual Taxpayer Identification Number," is the form used to apply for an ITIN — and to renew an ITIN that is expiring or has already expired. An ITIN is a 9-digit number the IRS issues to people who need a U.S. taxpayer identification number for federal tax purposes but aren't eligible for a Social Security number (SSN).
Per irs.gov, an ITIN is strictly a tax processing number. It does not:
- •Authorize you to work legally in the U.S.
- •Qualify you for Social Security benefits or the Earned Income Tax Credit
- •Provide or change immigration status
- •Serve as identification outside the federal tax system
Who Needs an ITIN?
You need an ITIN if you must have a U.S. taxpayer identification number for federal tax purposes but you don't have — and aren't eligible to get — an SSN. Per the Form W-7 instructions, common examples include:
- •Nonresident aliens required to file a U.S. federal tax return
- •Resident aliens (based on the substantial presence test) filing a U.S. return
- •Spouses and dependents of U.S. citizens, resident aliens, or visa holders who are claimed on a return
- •Nonresident students, professors, and researchers filing a return or claiming a treaty benefit
3 Ways to Actually Submit Form W-7
Since faxing isn't an option, here are the submission routes the IRS actually accepts. In most cases your Form W-7 goes in together with the federal tax return that needs the ITIN, plus your identification documents.
Mail your application to the IRS ITIN Operation in Austin
Mail Form W-7, your tax return (or exception documentation), and your original or certified documents. Per irs.gov, use this address with the U.S. Postal Service:

Mailing means parting with your documents while the IRS processes them — if you'd rather not mail a passport, use option 2 or 3.
Apply in person at a designated IRS Taxpayer Assistance Center (TAC)
Designated TACs verify your original documents in person and return them to you immediately — no mailing required. Service is by appointment: per the Form W-7 instructions, call the IRS at 844-545-5640 to schedule one, and check the list of TACs that provide in-person ITIN document review on irs.gov, since not every office offers it. Irs.gov also notes that some volunteer (VITA) sites can help with ITIN applications at select locations.
Use an IRS-authorized Acceptance Agent (AA) or Certifying Acceptance Agent (CAA)
Acceptance Agents help you complete and file Form W-7. A Certifying Acceptance Agent can also verify your documents and return them to you immediately, so you keep your originals. Per the Form W-7 instructions, CAAs can't verify foreign military IDs, and for dependents they can verify only passports and birth certificates. Documents You Need for Form W-7
The IRS accepts 13 documents to prove identity and foreign status. Every document must be an original or a copy certified by the original issuing agency — meaning the issuing agency provides and certifies it as an exact copy and it carries the agency's official stamped seal. Notarized photocopies don't meet this standard. A valid passport is the only stand-alone document; anything else must be combined so you cover both identity and foreign status.

Dependents: most dependents must also prove U.S. residency, and a passport without a U.S. date of entry can't be their stand-alone document (limited exceptions apply, such as dependents of U.S. military stationed overseas and certain applicants from Canada or Mexico). Acceptable residency proof depends on age — U.S. medical or school records, a U.S. state ID or driver's license, a visa, or U.S. bank, utility, or rental statements. Do You File Form W-7 With a Tax Return?
Usually, yes. Form W-7 is generally attached to the U.S. federal tax return (such as Form 1040 or 1040-NR) that requires the ITIN, and the whole package — form, return, and documents — is submitted together. The Form W-7 instructions list a handful of exceptions where you can apply without a return by providing other documentation instead, such as certain passive income subject to third-party withholding, certain scholarship or fellowship income, home-mortgage interest reporting, and dispositions of U.S. real property by a foreign person. If you think an exception applies, confirm it in the official instructions before you apply.
How Long Does an ITIN Take?
Per irs.gov: allow 7 weeks for the IRS to notify you about your ITIN application status — and 9 to 11 weeks if you apply during peak processing (January 15 through April 30) or from overseas. The IRS answers by letter:
- •Notice CP565 — your ITIN was assigned (or renewed)
- •Notice CP566 — the IRS needs more information
- •Notice CP567 — the application was rejected
Does an ITIN Expire? Renewal Rules
Yes. Per the Form W-7 instructions, an ITIN expires if it wasn't included on at least one U.S. federal tax return for the last 3 consecutive tax years. If your ITIN has expired and you need to file a U.S. return, renew it before filing — the renewal uses the same Form W-7, the same document rules, and the same three submission routes described above. There's no fax shortcut for renewals either.
Mistakes That Delay ITIN Applications
- •Trying to fax or email the application — the IRS accepts neither for Form W-7
- •Sending plain photocopies or notarized copies instead of originals or issuing-agency-certified copies
- •Filing Form W-7 alone when it must be attached to the tax return that needs the ITIN
- •Mailing an irreplaceable passport when a designated TAC or a Certifying Acceptance Agent could verify it and hand it right back
- •Skipping U.S.-residency proof for a dependent whose passport has no U.S. date of entry

Form W-7 is the exception, not the rule — plenty of IRS forms and case correspondence are accepted by fax. If the IRS has asked you to fax something, or you're filing one of these, faxing is often the fastest route:

Can I fax Form W-7 to the IRS?

How long does it take to get an ITIN?

Do I have to send my original passport to the IRS?
Only if you apply by mail. A valid passport is the only stand-alone document that proves both identity and foreign status. To keep your passport, apply in person at a designated IRS Taxpayer Assistance Center (which verifies original documents and returns them immediately) or through a Certifying Acceptance Agent. The IRS also accepts copies certified by the original issuing agency with an official stamped seal.
Can I apply for an ITIN without a tax return?
Generally no — Form W-7 is normally attached to the U.S. federal tax return that needs the ITIN. The Form W-7 instructions list limited exceptions (for example, certain passive income subject to third-party withholding, certain scholarship income, mortgage interest reporting, and dispositions of U.S. real property) where you submit other documentation instead of a return. Does an ITIN expire?
Yes. Per the IRS, an ITIN expires if it wasn't included on at least one U.S. federal tax return for the last 3 consecutive tax years. If your ITIN has expired and you need to file a return, renew it by submitting Form W-7 again before you file.
Can I file Form W-7 online?
No. Irs.gov lists only mail, in-person, and Acceptance Agent options for ITIN applications — there is no online portal, no e-file option, and no fax option for Form W-7, because original or certified identification documents must be reviewed.
